Currently fire fighting work force is very lacking but since the lacking personnel cannot be supplemented due to limited local financial situation and applied total official personnel system, field fire fighting work force may be reinforced not increasing budget greatly.
Letting obligatory fire fighters assist situation control in the field of disaster like fire, occupy fire fighting water facilities and induce fire fighting vehicles allows the mass investment of fire fighting officials in the sites to perform quickly and efficiently.
Promoting morale is devised by getting rid of weakened morale status due to the inferior work environment such as fire fighting officials' worsened health and instable family life with work condition of 24 hour/shifts and 84 hours a week and special emergency guard service and fire fighting inspection, etc. on off-duty dates.
Publicity function of fire fighting will be induced with continuous appearing one after another obligatory fire fighters in the long-term for the spread of citizens safety culture and stabilization of society and by producing excellent safeguards may be utilized as voluntary service personnel like volunteer fire fighting unit members after their discharge from service.
